I recommend that you start reading in the language you are learning as soon as you can. The benefits are that you can start picking up new vocabulary and grammar and test out your reading comprehension. While you are reading, make sure to keep a paper and pencil with you. Every time you come across a new word that you don’t understand, write it down along with the page number so you can reference it easily. You could stop immediately and look up the word, but if you are at an early stage of learning that language, you will probably be looking up a new word every few seconds. Instead, I like to save up a list of new words, and then when I get to the end of the chapter, I look up all the words. After I look up all the words, I reread the paragraphs that had the new words, sometimes I will just reread the whole chapter if I feel I missed the meaning from the first read through.
If you are just starting to read in your targeted language, I would recommend to read short stories, try to stay away from large books, otherwise your chances of being frustrated will be much higher because you will run into a lot of material that you don’t understand. You want to take in your reading material in smaller chunks, that way you will have a continuos feedback loop on your progress and if you can understand those smaller passages, you will have more confidence in your reading abilities. I also recommend that you read about topics that you are interested, so if you like to read about history, try to read history books in the language you are learning, otherwise, if you read books about topics you don’t like, you will easily get bored and lose motivation.
